(3) 平成28・29・30年度会計検査院競争参加資 格（全省庁統一資格）「物品の製造」又は 「物品の販売」のＢ、Ｃ又はＤ等級に格付け され関東・甲信越地域の競争参加資格を有す る者であること
(4) 予算決算及び会計令第73条の規定に基づき、 支出負担行為担当官が定める資格を有する者 であること

① not come under Article 70 of the Cab-inet Order concerning the Budget, Audit-ing and AccountAudit-ing. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the cons-ent necessary for concluding a contract may be applicable under cases of special reasons within the said clause;
② not come under Article 71 of the Cab-inet Order concerning the Budget, Audit-ing and AccountAudit-ing;
③ have Grade B ,C or D in terms of the qualifications for participating in ten-ders of the "Sales of products" or "Man-ufactures of products" by the Board of Audit(Single qualification for every mi-nistry and agency)in Kanto-Koushin'etsu area in the fiscal year 2016, 2017 and 2 018;
(7) Meet the qualification requirements w-hich The Obligating Officer Director may specify in accordance with Article 73 of the Cabinet Order
